In the Plenary, Heads of State or Government, ministers and heads of delegation attending the Conference will be able to make formal statements, on the understanding that the principle of precedence will be strictly applied. Each oral statement will be limited to five minutes, although this will not preclude the distribution of more extensive texts. No delegation will be allowed to speak more than once during the general exchange of views. The Plenary meetings are expected to generate the following outputs: (i)debate on the theme of the Conference, “Promotion of South-South cooperation for Development;” (ii) adoption of outcome document of the Conference; and (iii) the report of the Conference.
